1998 GTX Limited Starter Not Engaging

The starter on my 98 GTX spins but does not engage. It initially cranked the motor then started to spin. I had used it all week with no problems prior to this. After looking at the manual I see that the starter and starter drive are separate. Can anyone tell me if this is a starter or starter drive issue? Is there any way of knowing without removing the starter and/or engine?

I have not removed the starter as it looks to be a PITA and I do not want to waste the effort if it isn't going to help determine the issue and I will need to remove the engine anyway. That is why I am asking the question before I start wrenching

So its spinning the starter but not engaging. Could be two things that come to mind first. Either your flywheel is shot, but its more likely your starter engage solenoid is shot. (part of the starter, not what controls the starter on/off)

You could pull it out and bench test it. Not an EASY job but quite doo-able..
 
OK, Am I correct in that I need to remove the engine for this repair? Looks like I have my weekend planned now :)
