1998 GTI Blows 5 amp fuse

I've got a 1998 Seadoo GTI and have blown two 5 amp fuses (the same one twice). There are two 5 amp fuses in the fuse box. The one that I am having a problem with is the lower one.

I assume that this circuit if for the laynard because I don't get the two beeps anymore. I've been reading about cleaning the laynard with warm soapy
water, so I've done that. Should I replace the laynard? If so, is there a chip with this model that needs to be programmed?

It's been several days - I can't believe that no one else has not had this problem before.
 
hey Gary....its possible that the MPEM is bad. If it pops when power is instantly turned on, then possible mpem..you can unplug the yellow wires at rectifier assy, then install fuse, if pops, then unplug the red wire, if pops still, then contact...ALLTHINGSCUSTOM...on this site...:cheers:
