1998 GSX Limited (951) bogs/dies mid-throttle

When slowly rolling the throttle from idle to 1/4 or 1/2, before the ski gets up on plane, the engine bogs and wants to die. If I push it past the dead spot in the throttle it very quickly jumps to life and surges forward. Then it has plenty of power all the way to full throttle.

I just went through and rebuilt my carbs with authentic Mikuni kits, replaced the needles and seats with new 2.0's, swapped out all the fuel lines, and replaced the fuel selector and fuel filter (full housing). The ski was having this problem before I replaced the fuel system, and it seems slightly better now, but the problem is definitely still there.

What could be the source of this problem? Where should I look next?
 
When is the last time your serviced your rave valves, clean them out if needed. Inspect o-rings and replace as necessary. 1/4 to 1/2 is a little low for them to kick out but according to where your red caps are , this could be the issue.
