Bad Plug?
Just from experience last year after rebuilding the 717 in her 97 GTS. I put new plugs in and found It was only running on one cylinder. After testing for fuel and spark my wife calmly told me to try the spark plugs. Of course my reply was that they were new plugs but after another hour or so of trouble shooting I figured what the hell I'll try the old plugs. Started up and ran perfectly. Changed back to the new plugs one at a time and found that one of the new plugs was dead.
First see if you are getting spark at the spark plug end of the each coil wire with out the plugs attached, then try with each plug attached. (Note: these are not a brilliant white spark, it is very faint) If you are getting spark through both plugs, take a shoptowel and put one end (1/2 inch or so)of it in the non-firing cylinder plug hole and turn it over a few times. Pull the shop towel and see if you can smell gas. If not you may have a restriction in the fuel transfer hose to that carb or the small filter screen behind the diaphram may be plug or obstructed. Good Luck
