1996 Speedster starters not working

I had my 1996 Speedster out at in July and it started and ran perfect! I was out of town for a while, and came back at the end of August and neither starter would work. I charged both batteries, and they were not charging well (5 years old) so I put in new, fully charged batteries. It still won't work.
  • Both engines turn over smoothly by hand with no plugs in them
  • Neither engine was ever flooded
  • When I press the starter buttons, there is a noise coming from each starter - not really a click, but more of a slight humm that lasts about a second and then ends. Because of this I am assuming it is not a safety switch issue.
If only one started did this, I would assume it to be something wrong with the starter, but it happened to both at the same time.

Since it was sitting,,,sounds like maybe the selenoid,,,but firstly,,,a weak battery, will cause your symptoms,,load test your battery,,,if you jump the selenoid do they turn over?
