1996 Sea-Doo GTI throttle not returning

I own a 1996 seadoo GTI, I recently pulled the carbs off to rebuild them. It’s a dual carb system.
I went to reinstall them hooked up the cables and noticed the throttle was not as quick to return to the idle position as my other ski is.
Initally the cable came out of the oil pump arm under the carb so I turned the pump arm counter clockwise to retention it then hooked the cable back up again. I went spin it counter clock wis till it stop and wouldn’t go anymore so it’s at max tension.
And it still seems like it doesn’t snap back as quickly. When the throttle is pushed all arms including the oil pump arm moves at full capacity. But is slow to come back. As if the return spring on the oil arm is worn out
I don’t know if this is the way it was prior or it is new issue and maybe I’m missing something
My questions
Is this going to hurt anything if we run it? And what could be causing the increased slack in the cable or ideas or possible fixes?
