1996 GTI - Runs, but no Get up & Go

Have a 96 GTI that does not get much use and been sitting for a few months since we last used it.
Fires up OK, but when gas is applied, engine does not sound as though it hits top end and goes very slow...(no acceleration or speed).
However, when I pulled it out of water and it's on the trailer, the engine seems to accelerate and run fine when full power is applied.
Back in water, when gas applied, cannot get up on plane and engine does not sound like it's running as wide open as it does when out of water.
Any input would be appreciated. Thanks.
 
Being a 96'...look into the steering nozzle/ or underneath thru the grat, see how wear ring looks, try put'n a flashlight from underneath, clearence of wearring/impellor, 1mm...Next, motor will free spin much better out of water, due to fact, theres no load on the pump...
With all that, replace fuel lines if there grey, (autozone..etc), check inline filter/s, and finally, go thru the carbs, whether you clean them out, or rebuild them, if that diaphram is warpt, i'd repbuild the things...when doin though, take ur time, and watch for a spring, REUSE that spring, and not any from the rebuild kit....:cheers:
