1996 GSX 787 No Crank / Weak Crank

1996 GSX 787. New Battery, new starter solenoid, rebuilt the starter. When I push the start button sometimes it cranks very slow, most of the time the starter just engages and hums. And sometimes get nothing at all. Also I swapped out the starter with one from our 97 GSX that is working well. Battery has 12V. Checked voltage at positive post on starter while trying to crank, got less than 1V (0.83). I checked all 3 battery cables for resistance and got 0 OHMS. Not sure where to go from here.
 
Load test the new battery or at least try the new battery in the 97 GSX and see if the voltage remains close to 12V while cranking. Actually a new battery should measure around 12.8V. Remove the plugs on the 96 GSX and see if the engine spins easily by hand by rotating the PTO flywheel in the direction it normally spins when cranking (counterclockwise looking from the back of the ski I think). If the engine does not spin easily then remove the jetpump to see if the friction is in the engine or pump.
 
You rebuilt the starter? Was it an OEM starter? Aftermarket ones do not last and rebuilding them doesn't help.
 
Is the solenoid oem (probably not) check incoming and out going voltage at solenoid when trying to crank. It sounds like either the wire or solenoid is bad or both
 
Problem has been solved. Cleaned the terminals of the 4 small ground wires attached to the coil mounting bolt. Thanks everyone for your input.
