1995 XP fuel issue

All, dropped in a rebuilt engine, new fuel lines, new fuel selector, fuel filter and many other items. Went to start it up w/ premix in gas tank and no fuel going to carbs. Pulled the carb "in" fuel line and put it in a gas can w/ premix and started right up. Pulled fuel line at carb and blew in it and can hear it bubbling in gas tank. Am lost why it is not getting fuel. Could it be that 22 year old fuel baffle has seen it's last years. Any ideas on trouble shooting would be appreciated.

recheck fuel delivery system for miss routed lines, the water separator filter square "o"ring, the cup could be screwed on cross threaded, allowing carb suck
air not fuel from tank. The new fuel selector on-reserve-off valve may be non functional. The bafel top is marked vent-on-reserve-return.
I suggest you pull the return line off pto carb and put 3-5 lbs air into the tank til it just starts to swell, check for air leakS.

Use a Pop Off tester and check the fuel system. It it easier to suck air then fuel. Procedure is in the repair manual. If you don't have one you can down load the manual for free off the Internet. It will test all your air in and vent out valves. They need to be replaced after so many years. They are a cheap maintenance procedure. The two piece oil tanks can have big leaks too. At the seam of the half's. There is a procedure to seal them somewhere on the site. Check all the clamps on stuff. Someone here had one of the fuel baffle's clamp loose.
