1995 GTX bogging/surging and dying.

We are dealing with a fuel related issue. I have worked on all kinds of engines, but not a pwc. I have a feeling it is a fuel issue.

When we first bought it the test drive when flawless. It was running like a champ. We took it to the lake a few weeks later, and it wouldn't keep itself running. Lots of surging, misfiring, and bogging down which lead to it dying. I could pump the pressure up and get it to start and try to run again, sometimes... I ended up replacing the fuel lines(all) the fuel filter with an inline, too the carbs off and cleaned them to the best of my knowledge(not much on a seadoo), and still having the same issues. The tank is very very clean, no air seems to be in the lines, what else could it be? I have heard about the rave valves, where are they and how to I clean them? Is there any other filters that need to be cleaned? I appreciate your help greatly!
