1994 XP wont take off from a stop

quick story last summer in late August i installed a brand new SBT premium motor into my XP. The old oil cable snapped and i fried the old motor........ I installed the SBT and installed a oil block off plate ran it into mid September because it was so hot still here in NJ. So the XP sat at my work all winter in a heated building i took it out this summer and it wont run good at all, you put it in the water and you stomp on the throttle and the ski just hangs at 4k and wont go any faster after about 100 plus yards it plains out and takes off like normal. My local boat repair store said its dirty carbs even though i rebuilt them with the SBT motor last August and i run Marine stailbil with ever fill up and over the winter also. So i take the carbs apart and the only thing thats dirty is the little screen inside the carbs their not clogged but had some dirt in them, so i clean them all out and put them back together and i drain the water separator it was clean and i installed a Frame G2 fuel filter from the Sticky on this forum. Took it out four times since then and ever time the same problem you stomp on it the ski hangs at 4k for 100 yards and then it clears out or whatever its doing and runs wide open, and as long as you stay in the throttle it runs fine across waves etc but as soon as you slow below 4k it hangs up again and takes 100 yards to build rpm and open up?????? My mechanic said its carb must be clogged even though i cleaned them both twice......................
 
alos plugs are nice and browny black, ive turned the high speed adjustments in and out with no luck drained all the gas again and started with fresh gas AGAIN, checked the prop oil nice and clean and the prop spins very easily when i remove the jet pump.....
 
Just a ? If the oil cable snaps shouldn't it run the oil pump wide open?

Also did you change out the grey tempo fuel lines when you put the new motor in?

-yes i have all brand new black rubber a2 fuel lines i bought at the local boat repair store this summer
