1994 GTX with 587 engine

Guys. Looking for advice
Full rebuild engine with newly rebuilt carb. Engine runs good out of the water but no power at all in the water. The rotary valve is set at 115 and the carb is good as I put it on another engine and it ran fine. No blockage on the exhaust. Runs great out of the water with quick response on the throttles. I don't have any history on this PWC I bought it in March and still not able to use it. Should the rotary be set to 130? It's single carb

D/L a free manual for an SP (587) buy a plastic degree wheel to check what plate you have, and set mag piston TDC to slide the plate to the mark you made. Reverse the plate to get it set as close to spec as ya can. That manual will pictorily descibe in detail.

The 1994 GTX came with a 657 engine. A five wire Stator/flywheel.

Runs good out of water, but not in as its under a load = too much air, not enough fuel.
