02 Gtx rfi backfire through intake and liquid in cylinders

Hello all. My dad recently bought an 02 gtx rfi that has a rebuilt engine . My dad spoke to the shop that did the machine work and they verified they did it but the individual he bought it from reassembled the motor. The problem is that it will crank and not start .he keeps getting liquid out of the cylinders that is milky mostly the pto cylinder he said .also it has backfired through the intake a few times when trying to start. Motor is getting spark .new plugs. Has compression etc. Could it be rv issue or fuel etc ? Just trying to get him some things to try before he gives up and takes it to a ski shop . Sorry so long on the post and thank you for any advice you can give.
 
Recheck the rv timing to remove that from your equation,,,milky fluid squally means there was/is water in the cylinder while it was running..but that does not normally cause a backfire.,,also…check that the xhaust hose has not internally collapsed,

Thanks for your response. The ski is at the shop now he decided he didn't want to mess with it .
