951 idle out of water

After if shut the machine off from out of the water and let it sit for a couple minutes and then start is again it is in the low 1000s rpm. But after about 5 minutes it starts running at 2400 rpm. Im just wondering if this is normal or not.

No, that is not normal. I would be looking at the carbs and fuel system.

i have already rebuilt the carbs and redid the whole fuel system

everything was normal before and yes i used OEM kit.

I would check your throttle/oil cable adjustment. Hanging idle is no normal.
