San Deigo to Mexico

What are the laws, Mission beach down to Mexico and beyond. I don't like to be fenced in, but I don't want to loose my ride. I could try and out run them 04 185 supercharger, running below the break or ridding the curle.:stupid:

No seriously.. the MEX government would love to see you on there shoreland with an unpermitted watercraft.. They would seize it and have you spend a day and about 1000-2000 fines, or "multa" to recover your craft..
