yet another exhaust water leak question - 657x 95 Sportster

Its looking like its finally one of those situations where water leaking from a weld as well as the clamp that clamps the manifold to the tuned pipe.

its kinda a bit of a pita, so I'm thinking I'll need to pull it apart and fix the weld, and then put it back together.

So... can I clarify the steps?

Weld the manifold where there are cracks on the weld
put it back together and clamp it first
then tighten the bolts but don't over-tighten (18lbs?) and use some thread locker

I think it must be the welch plug

found a exhaust place that welded something and bulletproofed the manifold! wooot
