WTF 97 challenger starting problems again

alright, i have this pain in the ass 97 challenger you guys have helped me out with last year. so i took the boat cover off today to get it ready for the water and it wouldnt start. I bought a new battery cuz the old one was toast passenger engine fired right up not drivers though it just clicked. i bought new plugs for both motors after this still no luck. is there an easy way to tell if its the starter or solenoid that is what i am thinking next. Im about to sell this boat its just a big head ache lol.
 
Sounds like the starter is slightly seized or the solenoid is bad possibly. If you can run a meter you can check for voltage at the starter stud to at least confirm voltage (or you can do it at the solenoid studs) to the starter. Or you could LIGHTLY tap the starter with the handle of a hammer while having someone else press the start button to see if it's just hung a tad. I'll assume you cleaned all the battery terminals before installing the battery? I use a good battery terminal cleaner like the one pictured.

If you jump the solenoid and it still does not crank, it is the starter, bad connection or bad cables.

It is common for a starter to "stick" after sitting all winter. As noted above a tap of a hammer will often unstick it.

Thanks for the input guys I am gonna try out these suggestions when I get off work this week. hopefully it fixes the issues. one more question are the relays labeled port and starboard? in not which is which.
