wont plane off and wear ring damage

hi all, here are some pics of my wear ring...i noticed the last time i took it out i went through some shallow area and ever since i could not accelerate onto a plane felt like it was cavatating...is this damage sufficent enough to cause that...pics arent that good, but the scoring is deep...if that is the cause, whats the easyist and cheapest way of fixing it.?

Needs to come apart totally to get a better grasp. But, I'm assuming the impeller was bent, and gouged the ring.
