Where's this damn doo-hicky go?

Swapping PTO cover over to a new block. This seal came out during the process. After looking at the parts catalog, it appears to sit on the oil pump shaft that seats into the balancer gear. But that doesn't seem right when I'm looking at the parts directly. What am I missing here? Hoping someone can share some insight here. TIA

If anyone else finds themselves wondering where this seal goes it fits inside the pto cover through the drive shaft hole. It is a seal for the drive shaft.
