I have a gas cap for fuel and a gas cap for my synthetic oil but next to this cap is a small cap that reads "Perko". It attaches to a heater hose that runs under the front of the engine. What is this? What do you put in it?

I still don't understand how to add oil to the counter balance?

I gapped the new plugs at .030, is that correct?

You usually don't need to add oil to the counterbalance cavity, the oil in there is meant to last the life of the engine. Here's a thread on changing the counterbalance oil, usually this only needs to be done in if you have ingested water in the engine. The total capacity of the counterbalance cavity is only a little over 1 oz. (40ml).

I'm guessing the Perko connection is for flushing the engine, I would say the previous owner added it, take a picture of the Perko cap and also where it connects to the engine.

The spark plugs should be gaped .021 to .022".

Yes... the Perko fitting is your flush connector.

Lou... on the boats, they were there from the factory.
 
In doing a search, I came up with the following...

"Perko Vent Gas Tank-Black 0570DP4BLK"

Sound like it could be what you are looking at???
 
The perko cap that is next to your oil fill port is a flush connector, you MUST use a hose clamp-off tool on the other flush hose if you use this port. The perko cap mounted on the side of the boat (mine is on the right side next to bilge pump outlet) below bump rail is the fuel tank vent.
