What goes on the bolt threads in the jet drive?

I am getting to the point I need to reassemble the jet drive on my boat. here is my question, I know I cannot just put the bolts back in (or I assume I can't). The manual says red Loctite on some of the threads. I really don't want to do that

then for others it says "perfect seal". I really don't know what to do since the bolts that came out have various substances on them, none have had red Loctite so far (there are still 4 bolts I have not removed). some are covered in this goopy dark grey substance others have had a drop of hardened green stuff.

Can anyone provide any guidance?
 
I was going to use medium strength loctite (blue). When i pull bolts out there were no evidence of any kind of thread locker from previous services. I had to use breaker bar to undo 8 bolts.
 
Yes on mine too. There was just a small glob of green which I assumed was special lube 101. I am leaning towards blue locktite too
 
I would recommend some anti-seize lube.

This is a hard to thing to do as the bolts cal for some sort of locker liquid. I have put anti-seize on the threads near the head of the bolt as I had HOPED it would help with corrosion. And put the red or blue liquid on the bottom of the bolt so it would lock as called for.
 
I am taking off the stator and wear rings. My wear ring needs repair. In am going to try the jb weld method
