What does the Lever & Pin Ass'y on the reverse mechanism do?

Hi,
I am new to all this but I do have a technical background. I have a 230 wake and need to adjust the neutral position of the forward/reverse lever but I cannot work it out:-
1- How to adjust the forward/reverse position so that when I am in neutral I am stationary.
2- What is the purpose of the Lever & pin ass'y?

If any one could help me it would be great.

What you're looking at is a safety latch. It's designed so the reverse bucket doesn't engage unintentionally.
 
Why does it require adjustment? There is no true neutral on these boats as the reverse is just a cup lowered behind the water jet stream to eject it in the opposite direction. My 180SE since new actually creeps ahead in neutral - I don't know it that is intended and the manual doesn't mention it, however I have found that is a good feature when docking as I can creep up at a very slow rate - if in forward even at idle it will approach faster. If I don't want it to creep ahead I shift momentarily to reverse.
 
I'm fairly new to the jet boat community as well, but since mine is a used 2007 Challenger 180 I had to learn a bit to get it up to snuff. In my case the reverse gate was not locking in forward position due to the reverse cable being out of adjustment. To make the adjustment to correct this I had to remove the shift assembly (next to driver seat) which allowed me to adjust the cable enough to correct the issue.

As far as why you want to make adjustments, you may be going down a path not needed. With the jet boat, it is always pumping water through the jet nozzle and thus there is always some momentum. The reverse gate, when in neutral, is positioned part way up so that the gate captures some of the water the jet is sending out and direct the water backwards. Thus there is some water shooting back and some hitting the reverse gate shooting it the opposite direction which somewhat cancels each other out to achieve a neutral position.

I'm not sure about your second question related to a lever and pin. I took my impeller unit and reverse gate off mine so I have a decent knowledge of the parts, but I don't know which part you are referring to. In my boat there was a cotter pin holding down a retaining cover for the shift shaft. That was needed to remove the various parts. In your picture I see the forward locking tab, and the shifter shaft. I attached a pic from my boat and the shifter shaft and cotter pin.
