What are these?? Wakeboard Tower Brackets?

Hey all... newbie here.. I just got a (slightly used) 2011 Challenger 180 SE and I'm not sure what these brackets go to. Is this for folding down the Wakeboard Tower to keep it steady? Are there supposed to be knobs? Looking at the manual it seems this is so, but this bracket looks different..

Yes, they are for securing the tower in a lowered position for storage,transportation, without resting on the windshield. There should be bolts that fasten the brackets to the tower.

Ok, assuming I find said bolts I'll use them. If not, anyone know what size or part # to get? I think the picture I saw in the manual showed hand knobs with a bolt on the end?

One has a washer on it stuck in place.. I take it use the washer and find a second?

How long can I let it rest on the windshield, a few seconds?? or not at all?? *gulp*
