Water/oil in head pipe?

I am in the process of rebuilding the carbs on my 98 GSX, so I have taken off the fuel lines, head pipe, etc. In the process, I noticed a pool of oil in the cone pipe. It looks like it may have a slight bit of water mixed in.

Is this normal? Should I purge it out before reassembly?
