water in hull by drive shaft boot

Hi, My 96 GSX fills up with water. The rubber boot on this output shaft has a sloppy fit on the engine side. Should this be a tight fit to prevent water from entering? Thanks
 
its a carbon ring assy. The carbon ring itself is forced against the steel collar by the accordian boot, inwhich creates a seal, so water dont seep into hull.
Take a look at the carbon ring and steel collar face, and determine if its cracked damged or scarred in anyway.
Might beable to loos'n up boot at thru-hull side, and smash as much you can toward engine, to tighten up pressure against steel collar and carbon ring, then retighten clamp....
 
had same problem on my seadoo jet boat after engine rebuild got the leak to slow down but I'm going to have to replace the graphic ring it just did not seat very well.
