water flow regulator valve

i opened this water flow valve to find rusty water inside. bellows and needle valve look ok but metal retainers are shot. I have problem with bogging down after about 5-7 minutes and have cleaned all filters, have fresh gas, cleaned RAVEs, rebuilt fuel pump and now in process of fuel line replacement. Boats are `96 GTX, '96 GSX and '97 XP and needed these repairs/upgrades anyway. All 3 have exact same performance problems after a few minutes of full throddel. All 3 have this rusty water inside of water flow valve. I read in the manual that this could effect performance at higher speeds. Is this a must rebuild or repair? and could this really be the mystery bandit robbing the boat's performance at top end??
