Water and Oil in the Intake Manifold

Could this have been caused by a blown head gasket. Oil is also milky....

4 stroke? if so then yes a bad head gasket can and will be one thing that will cause milky oil. If you have closed loop cooling with coolant in it check and see if your coolant is way low in your tank.
