Vts moves on its own

I have a 97 Gsx that has the trim stuck on the down position. The motor works, I can bring it up by pressing the up on the vts switch but the second I let go, down it goes again. It seems like an issue ever since my brother in law flipped it upside down. Any thoughts or ideas what to look at to fix the problem? Button seems ok, been dried out for a couple weeks but still doing it. I just disconnected the motor at mid position for now.

Move it to the up position and turn the ski off so it doesn't lower. Then unplug the up/down buttons. Fire II the ski. If it doesn't move then it is likely the buttons/switch. If it does, the likely a relay within the module stuck closed.

Open the VTS box and get the water out ASAP before it burns the VTS motor up. It sounds like some water got in there. Once dry, check seals.
