VIN / HIN question

My understanding is that the last two digits of a Sea-Doo VIN / HIN indicates the model year. Not sure if that is a true understanding or not?

I was looking at a Sea-Doo Speedster. The owner of the boat insists its an 08--even though his VIN ends 07. He does not have the Certificate of Origin. He claims that his local dealer will back him up that it is possible to have a model year 08 boat with a HIN ending 07. Apparently the Dealer is claiming that it was BUILT late in 07 but it was sold and is an 2008.

Anyone have any opinions or insight?

To me if it was built in 2007 then it's a 2007 esp with the vin saying it's a 2007

Of course cars are sold in Oct for the next yrs model yr
 
the vin # has two year #'s. 1st is model year and the 2nd is year built....
the manual or owners book has which order they are in!

last two is the model year, third last is the manufactured year.
