Hello. I am putting my cylinder and carbs and starter back together, do Inneed to buy a torque wrench, or ratchet tight. Is this the torque chart for my 97 challenger? (From manual).

I don't know how you could achieve the correct torque spec without a torque wrench.
Ratchet tight is what? really depends who's on the end of the wrench....is it tight enough? Can't really tell now, can we? If you are wrenching, invest in a good torque wrench.....my 2 cents worth.
You definitely need a torque wrench. Torque specs for the 787 are the same whether in a ski or boat. There is also a torque sequence you should follow for the head/head cover bolts. It's in the manual under the top end section
