Top end rebuild

I can not get the bolts off the exhaust manifold. Is it ok to reassemble the heads with the manifold attached?

Not sure, but, Did you try heating up the bolts? a heat gun might do the trick

I would get them off now as, if you have an issue later, you will want to be able to remove the manifold without pulling the head..

Grind the heads off leaving a stud, slide the manifold off the studs. Now you can grab the studs with vice grips. Use some heat on the head near the stud-threads. Use a wet rag and grab the stud. This will shock the stud shrinking it a bit. Then work the stud a bit going in and out with the vice grips.
