Top end rebuild or replace engines?

97' speedster w/720's. both engines are running poorly, L doesn't idle well and R has little power until I get on plane and then it gets going. Compression check shows 95 to 103 Lbs. which I believe should be much higher. I'm wondering if a top-end rebuild would do the job or after 20 yrs. is the lower end about done also?
 
Total rebuild is always better. Tear it all the way down and inspect crank. I guess it comes down to your budget. A new topend could get you by for a couple more years or longer if your crank is in good condition. 150 is good compression . Anything under 125-120 it’s rebuild time. Also better find what caused the problem to begin with. Most likely fuel system
