Too Much Compression

Hi Guys I am new and need help I winterized my 1997 gtx last year and nothing was wrong i go to start it this year and the engine wont turn over unless i take the spark plugs out so I think the RAVE (exhaust) valve maybe wont let the engine turn over any suggestions?

Make sure your battery is fully charged then try again... if no luck it could be your starter.
