To rich on low end-Adjustment ?

My 97 GTI seems to run rich on the low end. Midrange to top end is fine. I checked an diagram on the Mikuni BN38 and my question is this. There is a slow speed adjuster with a T on it. Can i turn that in (clockwise) to help the situation. Thanks for any input?:) I just came across Snipes info on the carb. Still checking it out.

I do not really know where is set at. The way the ski acts reminds me of my old one which was also to rich. Also i want to make sure i adjust the right screw. Thanks
 
I am going to wait wait for my manual. I got it started and warmed up easy enough. When i went to see how tight or loose the screw was i noticed some black type sealant on it and it does not want to budge clockwise!. Things are on hold for tonite. Thanks
 
A plug chop might be a good idea to truly get an idea of whats going on in the engine.
