I launched the challenger today with sucesses in many ways over what it started as.

1996 787 single engine new bore/pistons/rings

But..........

5000 RPMS tops, I am going to check the fuel filters and install new plugs. I fogged for a while when first starting the motor (put it togethter not sparing any oil, added some to the gas tank to supplement the break in of new pistons and rings). This motor had sand in the block (water jackets) when I disassembled it. I unplugged and un blocked some fittings and hoses. It "pee's" well out of the tattle tail. The second stage of the exhaust gets warm and I dont think any water is being let in from the (POS water regulator). As I have read many times these are very touchy and should not be changed in any way shape or form. I abided by this creed, and now wonder if I can disassemble it and clean it to heal it? Any help will be greatly appreciated.

Water regulator....

Yes, if your rpm is affected and the exhaust is warm, it sounds like your water regulator isn't working properly.

This can be a simple fix as most of the time, it's just a piece of sand that is blocking the brass fitting below the regulator or the nipple at the loop of the exhaust pipe.

These fittings are calibrated and should never be replaced with anything other than OEM specifications. The elbow at the exhaust loop should be stamped with the number "22" and has the following orifice sizes. The inlet is 5.5 mm and the outlet is 4.6mm.

These special elbow fittings work similar to a thermostat. Check the brass fitting under your water regulator also, to make sure it's not stopped up.

This is normally the main reason for this system to fail, blockage. Check it out, re-post to tell us what you find.............
