throttle sticks

here we go.... so I just finished cleaning out my fuel filters on my sportster 1800 and man were they ugly. For the first time since I've owned it (2 1/2 years) the engines sound nice and tuned. Anyway I have been told that this boat should do around 50 and all she can give me is around 40mph. The question I have is the throttle sticks give my throttle response to about 2/3 of the way and then it doesn't matter if I push them full tilt or not there is no difference in speed. Tachs read about 5 to 5 1/2 and never get higher. Is there anything else I can check before trying to replace the wear rings. Impellers look new and wear ring looks decent although I haven't actually gauged them yet. Thanks
 
then it ain't the RAVE valves. what do you mean throttle sticks. are they all the way open? take off airbox and spark arrestor screen. open throttle all the way and shine a flashlight down the throats. if not all the way open, you have a linkage problem or need of adjustment. make sure chokes are all way open too.
