throttle problem

Well, I fianally got to put my recently purchased 97 gtx 787 in the water this weekend. Boat seems to run good except for a starnge way the throttle is working. Once i get up on plane and start to accelerate, the boat will top out at like 38mph. Pushing the throttle to the bar does nothing to increase rpm or speed. However if I let off completly then gun it, it takes off and will reach top speed, about 58mph. Even in turns to get it to launch out I have to double throttle it? I asume this is not a safety feature or something ( my first ride ever on a pwc). The prop is new, wear ring good. I replaced all the grey fuel lines. Otehrwise it seems that the boat runs great. Any ideas?
 
:agree: This definately shounds like the RAVEs need cleaning/inspecting. This is simple and inexpensive.
