Thottle problem engine revs up w/ shifter at idle

So had or still may have port engine stalling at 4k, yesterday I changed out what I think is the coil and a small square box right above it. On firing the engine the revs started climbing even though I pulled the throttle all the way down. It didn't do that prior to my changing out the coil and plug wiers.?
I have read on one of the theads that rpms would be higher out of the water, but dose not seam right. I pulled the dess key of as it got to 3k rpms.
 
Idle out of the water should be 3000 rpm it will drop to 1500 in the water due to the load on the pump.
 
Thanks for the response it makes sense, but I was wondering when when fired up before I changed the coil it would idle much lower, did not sound like the engine is screaming
