terrible steering cable vibration from approx. 2.5K-3.5K RPMs, anyone?

So I get this death rattle from day one in the boat...took me awhile to see that the steering cable was pressing against the cut holder in front of the throttle levers. Put some foam in there to solve that issue but still a rattle that is clearly coming through/from the steering cables.

IS this indicative of anything else?
Anyone have this issue?
Any suggestions...very annoying!
 
If water is flowing over it anywhere, it can cause vibrations. But I can't think of where this would happen other than back by the nozzle area. Take a look back there and make sure the retaining nut is there, tight and not cracked. If nothing obvious, look to see if the cable is secured as it should be in all the mounting brackets.
