Strange starting issue '97 GTX

Ok, I winterized ski las fall everything ran fine. Go to start it this May, nothing from starter. Intruments were on, but no beep, not even a click at the starter. I put a new battery in and still power to guages, not even a click from starter.

Is this a DESS problem or MPEM problem? I'm not sure where to start
