Has anyone been able to fix something like this on the steering nozzle? Or does anyone know how it was attached to begin with?

Sorry my mistake just purchases a 1997 Seadoo Challenger 1800 I will update the signature.

This is where the steering rod attaches from one nozzle to the other.

I assume Cast Aluminum, What do you think the chance of cutting it off flush drilling it out and tapping then epoxy a 1/4-20 back in?

Well... as I recall... that should be a threaded post. (for the cross link)

Ummmmmmm........

I would probably cut it flush, and then drill/tap the nozzle for a new stud. You could use a length of threaded rod. Then thread it into the nozzle, and put a stop nut on it. AND... use plenty of red thread locker. Once cured... put the cross link on, and a new stop nut.

It may wind up being a little longer, because of the stop nut... but I doubt it would make a difference.
