starting out of the water???

if i start my boat out of the water with the hose hooked up and water flowing thru should the impeller move?

yes, the impeller will spin. If is doesn't you have an issue.

Yep, these machines don't have a transmission. The motor turns a shaft that the impeller is bolted to. When the motor is running, the impeller is always spinning. Neutral or reverse isn't effaced, there is just a bucket that comes down to divert the thrust.
