Starter

717 having a starter issue, starts to crank and stops and some times just clicks. I tried jumping the solenoid and it does the same thing.
if I take the plugs out it does just fine. I put new brushes in the starter and it still doing the same thing
two questions.
1 Do you think it’s most likely needs a starter.
2 should I buy a new one or get a used OEM.
 
The fact that it works fine with the plugs removed could indicate:
- the cylinders are hydro locked with water, oil, fuel or some combination. Does crap spew out when cranking with the plugs out?
- Battery is weak, doesn't have enough umph to push a loaded motor over.
- Loose battery connection (battery, engine ground, or solenoid) ?
- Recharge battery or try a known good battery.

You went through the guts of the starter and didn't find anything obvious, so probably else where.

It does not spew anything out of cylinder heads.
I put a battery out of my running that cranks great ski in, it didn’t help.
all connections seem to be clean and tight.
As far as the rebuild all I did was the brushes. But I guess everything looked ok.
im not sure how clean the inner parts where.
 
The cables can deteriorate on the inside which increases resistance. Which in turn doesn't provide enough juice at the starter
