Starter motor keeps running

Surprise! On my first startup of the season I have this problem. 1994 Speedster. Port engine started no problem. Starboard engine starter motor keeps running even when I pull safety lanyard and turn off key. I was scrambling to unhook batteries! I am thinking either faulty solenoid or sticking starter clutch. Wondering if anyone has experienced this? I was surprised the starter had power with key off and safety lanyard switch off...
 
Thanks! I guess that would allow the voltage to go to the starter and bypass the switches? I will look for a new solenoid. I appreciate the feedback
 
Fortunately it never started as I had just cleaned the fuel filter and realized I had a run away going on with the starter. Lucky it was out of the water and I had wrenches close by.. I think I’ll replace both solenoids
 
I will look into shut off switches. I just installed 2 new AGM batteries and they are in an awkward place for quick access.
