Starboard Motor Thottle seems to be stuck, engine reving high in Idle.....corrections

1997 Seadoo Challenger 1800Starboard Motor Throttle seems to be stuck, engine revving high in Idle.....up to 3,000 RPM. Is there anything I can do to reduce this or check the Throttle cable if its stuck. Nothing is binding up in the throttle when using the throttle to drive the boat, the idle is extremely high vs the Port Motor (Normal 1200 to 1500 at idle). Ideal or solutions????
 
Remove the air cover and base along with the stainless arrestor so you can get at the bell cranks, open them by hand to take tension off the cables and remove the cable retainers through the slots in the bell cranks so they are both free. Leave the linkage bar with ball ends in place so they are still slaved together for initial testing.

Now you can manually cycle the bell cranks and throttle plates by hand all the way open, when you let go they should return to closed under spring pressure right away. If they get hung up or act sluggish remove the linkage bar and test one at a time you could have a sticky throttle shaft or bad return spring.

Inspect the cable ends at this point for fraying or damage, and cycle the throttle to see if any resistance is felt in the cable travel now that it is not longer under a load from the bell cranks and oil pump cable.
