Sportster LeDi will not rev past 4500 rpm

Problems will not end. I recently had issues that I traced to a bad voltage regulator. Changed it last year and it went bad again. Finally fixed that.
I did start the boat several times without the hose for maximum 30 sec.
Now it will not rev past 4500 rpm. Full throttle only makes 4500. Took plugs out and one cylinder looks a little oil fouled.
Where do I start?

Hhmm…charge the battery to 12.6 volts…then load test it…then check for charging…if it is not,,,test the stator that it is putting out AC voltage,,,if yes,,,then it’s the rectifier,,.

Following up on it. Battery is new and charged up. New voltage regulator.
Took rave’s top off and wiped some muck off.
Running fine now.
For how long I am not sure.
