Sportster LE DI water regulator

This is regarding a 2005 Sportster LE DI jet boat.
The water regulator on the exhaust seems to be loose. I can turn it by hand. I can not see how that happened given the fact that it has hoses attached keeping it from turning . In order to tighten it I will have to cut the zip ties tighten it , and reattach the hoses .
I am assuming it is not supposed to be loose.
any advice?

Pretty normal over time. Remove the hoses and gently tighten it, don't go crazy.

Just checked mine. It's loose and runs just fine
