Speedster Weedless System

One of my winter projects is to get the weedless system working on my boat. The service manual does not provide too much troubleshooting, so I am attempting to take this one step at a time. How much force should it take to turn the handle? Mine seems to be stuck and I do not want to apply excessive force and end up breaking something. Of course this is a dual motor, so I have duplication that I have to troubleshoot.

I am assuming the cables work on a push-pull system, with the turning of the handle unlocking and the pulling of the handle "pulls" the grate down and pushing the handle back in "pulls" the grate up.

I found the pin in the locking shoe installed incorrectly was not allowing it to turn. The port side shaft going through the hull sticks a bit. Does anyone know how easy it is to remove that shaft?
