Speedster Leaning to Right

I recently purchased a 2007 Speedster 200, which is my first jet boat. The boat leans to the right badly both while moving and just docked. I do have 2 batteries on the starboard side but would not think would be enough weight to cause it to lean. The leaning makes it difficult to steer. Does anyone have any ideas or thoughts to the cause?

Where you the only one on the boat? Or noticed it from the dock?

I never understood why they put everything to starboard. I seems like they would make an effort to balance things out. mine lists a bit too.
