speedster carb issues what to look for

I posted a thread about one of 96 speedster engines acting up . The one engines rpm slowly rise when under a load, but once they reach.Engine runs fine, and when its out of the water it revs fine. Everybody has said it has got to be the carbs.
Well , i pulled the carbs off , both appear to be nice and clean. The diaphams look good, the filters are clean. Is there anything else i should be looking for? Can the pilots get clogged? Can I just clean them , or do i have to replace them.
 
Use carb cleaner to clean all the passages and jets. Pay attention to the internal filters too. If you have gray fuel lines you need to replace them with black fuel lines available from auto parts stores like Auto Zone. Measure the length you need and bring a sample with you so you get the correct size. Replace one at a time so you don’t get them mixed up. If you need clamps replace them too. Use small stainless steel clamps also from the auto parts store.

Well,
I took the carb apart yesterday and cleaned it very well. I am having issues pressure testing the inlet. For some reason i can both blow and suck air through the inlet . In the manual it said that i should only be able to blow.
After reading a thread posted on here, i also realized that i have made a big mistake. I totally unscrewed the factory preset high screw. I tool the cap off unscrewed it and cleaned it .

How do i figure out how far to screw it back in?
